General Question regarding Continuous Learning Points under DAWIA: Since merit is no longer the consideration for, well, anything related to civil serivce now, how does that affect the requirements under DAWIA to earn continuous learning points (CLPs) (or to obtain a degree or certification in one's career field for that matter)? If education, experience and training are no longer important in the grand scheme of things, and considering that training dollars are going to be rarer than hen's teeth in the next few years, it makes sense to do away with this requirement.
