Reference Subpart I / 9901.905 & 9901.910 (e)(2)(ii). Does the language in 9901.910 (e)(2)(ii), coupled with 9901.905, mean that upon issuance of the final NSPS regs any local CBA that had a requirement for example to use seniority in the distribution of overtime would be unenforceable?
