I am commenting on Subpart D Pay and Pay administration. DOD has a known practice of under-funding pay for its employees. Every year, congress must fight to adequately pay civil service employees. Further DOD has proven that their concern for federal employees is poor at best or they would have focused on managerial selection and development all along. They have had 200 years to train managers. If they haven't in that amount of time ot is inconceivable that they will now when the government has a huge deficit and military occupations in 120 countries around the world. If they can't provide adequate body armor what is the chance that they will provide adequate wages? My suggested change is that they scrap this proposed system and come up with a plan that will guarantee that they will attract the best and brightest. Being able to decrease salaries up to 10 percent because an ilinformed or revengeful manager considers an employee's behavior unacceptable is no way to shape a workforce for the future.
