My comment deals with the idea of the entire process now dubbed NSPS. What makes anyone think that the system needs change? Is Rummy saying that none of the DOD employees are doing their job? Is he saying we cannot measure up to the needs of this country at war? Who does he think is supporting his every wish now? He is not the only American at war! The personnel of the Federal Government are the finest talent this nation has to offer. There is no need to change the system. After 30 years we know what works.
