Since seniority will no longer count in a RIF, then Veteran's Preference should no longer be counted in a RIF either. Where ever seniority is eliminated, then Veteran's Preference should be eliminated also. Why should any group get preference over another if we are supposed to be hiring and transferring people according to ability. If we are trying to get more like the outside in our preferences in hiring and moving people from job to job, then the entire system must be equal for all employees. Giving Veteran's Preference is discrimination against all those non vets. Please respond. What checks and balances are going to be in place to be sure that the same individuals don't get the raises each year. That is - by the nature of their work, some individuals have higher visibility than others. The supervisor will want to take care of those folks first - each year. Will those individuals receiving a raise be posted each year? Please respond. Military supervisors change very often. It's easy to say that the old supervisor will leave the new supervisor notes on the employees performance. As we all know, this very seldom happens. This could result in an employee not getting any raises for years because they will continually be proving themselves to their new supervisor. Will there be something in place making it mandatory for the old supervisor to write notes for the new supervisor? (The employee should have the right at the time the notes are written to review them and either agree or disagree with those notes.) How will this be monitored by civil service so all sections will be dealt with fairly? Please respond. If our jobs cross three separate fields such as finance (budget), workload accounting and personnel reporting, will the job be placed in three separate broad bands if those three areas are in a broad band by themselves? Will we be considered for any jobs in the broadbands that our jobs fall into? Who is going to monitor the placement of individuals into a position? Will jobs be posted so we all can apply?
