Performance Management: Part of managements performance rating should be based on how effectively they implement the new pay system. Otherwise many may still end up distributing out pay increases as if there is still a step system. Also a major fear many have is about the way supervisors implement the system. It would be reasonable to have some portion of supervisory ratings to be based on employee evaluations, as is done with many in the private sector.
