To whom it may concern, I believe as an employee of a federal instalation that some of your ideas may not be bad ones. I also believe that all the ideas in the NSPS are rushed and not informed or well thought out or explained. I believe it would be a mistake to rush this unrifined system in to effect. I an not speak for anyone but myself in saying that my belief is that we have a strong union in our area and that no power should be striped from there control. We were awarded for having the best numbers ever in the area that I work in so you tell me what can be improved if we already work as a unit and are putting up the best numbers ever.With this new system you are putting good people that may not be as popular as the next guy. with this system you are asking for just that a highschool popularity contest and nine times out of ten the right person will not win. So as my finishing statementI would have to disagree strongly with 90% of this new program as it is summitted now and think that maybe you let a mom and pop small bussiness person write a billion dollar industry's performance plan. sincerly Eric D.
