Comments:
One concern I have is with the step increase changes. Under the new system an employee will not be entitled to step increases anymore. All pay increases are based upon performance determined by the supervisor. What happens when an organization is low on funds and is told there is no more money for the physical year and to reduce spending. I will tell you what will happen; the employee will suffer the burden of the lack of funding by not receiving a pay increase even though their performance may be outstanding. And the post commander will issue a statement similar to the ones they do now stating “all spending and pay increases must be approved by the commanding general”. It is not fair that the employee will have to pay the price for someone else’s inability to budget correctly but that is what is going to happen.
