Under the current system it is too easy for unscrupulous managers, supervisors, commanders, and even civilian personnel specialists to conspire to attempt to force an employee to quit or remove them rather than disciplining those lower level managers/supervisors for breaking the rules. We sometimes hear that a cop is not supposed to rat on a cop. That’s wrong. In the same way, an Air Force manager is not supposed to rat on another manager. It may hurt their career. Who suffers? The often innocent employee. The new system gives those managers and supervisors more freedom to 'screw as they please' to protect each other.
