I'm concerned about those employees caught in between step raises when the system is implemented. For instance, I am due a step raise in Aug 05, yet the NSPS is set to implement in July 05. I've waited two years for this raise and now it is in question. As the sole income provider for my family and two kids approaching college in the next five years, every dollar is important to me. There needs to be some sort of waiver for folks with step raises due around the time of implementation. There are probably several that will miss the cutoff by only days.
