While I essentially like the idea of Pay for Performance, it has been my experience after 20 years with the federal government that government managers are not a competent and unbiased group. Additionally, sometimes performance is difficult to measure, especially if doing Research and Developmnet. The result of implementing the proposed structure is that the performance rating (and thus pay) of each employee will be entirely out of the control of the employee and in the hands of a (many times incompetent) supervisor.
