The NSPS should only be activated for new hire employees, much like when the FERS replaced the CSRS. Changing employment practices of this nature in the middle of an employees career, is like a loan holder rewriting the terms of a loan without the agreement or permission of the borrower and expecting the customer to accept or be happy concerning the changes. Each employee hired under the older employment system should have the option of converting to this new employment system (NSPS) or remaining with the older system until retirement
