Section 9901.373, paragraph (d) states that "An employee on a temporary promotions at the time of conversion will be returned to his or her official position of record prior to processing the conversion." I do not understand the rationale of benefit of this approach. Those on temporary promotions are performing a needed function, whether temporary or not, and receiving the proper pay for the function they are performing. If "returned to their position of record" the vacated position will need to be filled again or the employee will be expected to do the same job for less pay. I am under a competitively awarded temporary GS-14 promotion as a supervisor. Will NSPS ask me to continue being a supervisor for GS-13 pay or will it remove me and recompete the job just to put someone else in my place? Seems to me that the right approach is to treat temporary positions the same as permanent during conversion (equal pay for equal work). Pay should only be adjusted down when the temporary promotion ends. Can you please explain the reason and intent behind this provision?
