I have recently read that some unions have objections or differences to work out before they accept this program. Assuming any interim delay in implementing this program, such as resoloving appeals from unions on all or part of the program implementation: In the time period from present until the end of such a delay, will employees receive their previously scheduled within-grade Step increases, and be entitiled to stay at that level of pay when the program is finally implemented? Please note that some employees may be within a few days to a few months of Step increases that take up to three years to achieve.
