Pay Bands and GRA Conflict //// Current Group Retention Allowance (GRA) is approved for FY05 for all GS5-GS12 engineers. In July 05 as scheduled, once GS12 engineers enter into the same pay band as GS13 engineers how will distinction be made between GS12 engineers who are approved to recieve this allowance and those GS13 who are inelgible? Will GS12 engineers recieve an automatic pay reduction or will they continue to recieve this approved retention allowance?
