I need much more detail on the pay bands, explicit ranges for each band. There does not appear to be a commitment to keep salaries in line with private sector from locality to locality. Will regional salaries be based or some local index? How granular will position descriptions be? Can automotive engineers be paid differently than mechanical engineers? Under current “pay for performance” demonstrations there is a greater burden placed on management to do more through evaluations. Is the affect of this increased burden factored into the cost of this system? The information available leaves much to be desired. More specific information on how managers will be trained is needed. How will success of the system be measured?
