Comments:
If someone is under the NSPS system and then later on moves away and wishes to transfer from DOD to a different agency that is in the GS system, will they be able to do that and not lose anything? Similarly if you are in 'pay banding' how would they figure someones time in grade if they went back into the GS system? Provisions shouldbe made to address those questions. Military personnel move around a lot and many have spouses in civil service, if no DOD job is available they may have to go to another agency.
