I work at an Army Installation 9701.341-Pay pools. section 342 each pay pool covers a defined group in DHS. Who defines the groups, will they be installation wide types of groups, local, national etc.. I have not seen anything yet that will tell me what type of occupational series I will be in. I only know it will be broad based series as opposed to the specific one I am in now. I might feel more confortable about this is I know everyone doing my job in the entire personnel system who performed at least at an acceptable level will get the same increase and have all these sujective increments split out uneven from one installation to another. Simply put will I get the same raise in my occupational series at my base as someone else in a series at another base? Will raises be part of the base pay or do you start all over every rating period? These demonstration projects have been going on for awhile. I want to see some real examples on how this is suposed to work. I would like to know my occupational series and what will determine my pay band when we convert. I think this system should not be applied to people within 5 years of retirement. It seems unfair to place a subjective pay for performance new system on employees within close range of retirement ,and who have planned for their high three years of salary increases toward their retirement annunity. I see less longevity in government employees and perhaps less loyality. Seems to be a step backwards to partronage.
