"competenceis, Contribution and Contribution Assessment, extradorinary pay increase, performance payout and performance share value, and performance share allow for the decision for increases to fall upon the pay pool manager's descretion with the manager's input. In my office we have a Director who is currently under investigation. There has been a determination that there is a hostile work environment and favoritism shown to employees where appraisals, incentive awards, furniture, training has occurred. There is no protection from this kind of abuse to run rampant with paybanding and performance determination, especially in the wrong hands. Employees can not be protected. Instead of insuring the well-being of the next line of civil service employees, this has increased the chances for in appropriate and illegal behaviors.
