In regards to supervisors determing an employees's pay oppose to the previous step increase system can be detrimental in a situation where the supervisor is not fair. It happens alot and seems to be in cases where the supervisor is a military officer that he/she is not held accountable or questioned. Even if EEO is brought in, it seems that the military supervisor's actions are determined to be legal. But on the flip side there is a supervisor who likes the employee and agrees how hard the employee works that this is can be benefical to the employee. It is the"Good Ole Boy" system that no one will admit to.
