My concern is if you have a supervisor who does not get along with particular employees how will that supervisor reward those employees in which adequate communication will never truly be established for a fair evaluation on performance, flexibility, and accountability? In the same sense why try to replace a system that has been in good functional standing for the past 50 years or so? It really doesn't hold any logic to try to fix a system that is not broken.
