My comments about the impending change of the personal system are as follows. As an employee and a former Federal manager I have grave concerns as to the ethical and fair treatment we Federal employees will receive under the new personal system. 1. While reading of the working groups, I noticed that union representaion was not mentioned. I think it's a shame that major work on the system was proposed and drafted without signifigant union presence. Union news points out strongly , and I agree that there is dire consequences for the federal worker under this system when we, the employees have had little to no representation. I also understand, via union news that repeated attempts to get answers to simple questions about certain aspects of NSPS have been met with silence. 2. While I agree that there is some dead wood, even at the most highest levels of Federal service, and a manager should have some sort to redress to terminate an employee who's made a career out of finding excuses. I believe that the current system could have been tuned to reflect current disciplinary issues. I also do not like the proposed system of employee redress. It appears that labor is not involved if an employee tries to correct a wrong. Management has final word. Lets face it. Way down here, turning a wrench, it's easier to be swallowed by a faulty system than someone in such an exaulted position as say, the guy who's name appears all over this new system. It will lead to greater mistrust of senior management, and hinder, not help productivity. 3. I strongly disagree with the pay for perforamance aspect of the system. I have been around the Federal service long enough to know that management, at all levels, are rewarded, praised and advanced by saving money. As sure as I have spent my adult life working for the Government, managers payraises will be tied to ripping off deserving workers of their rightful pay raises soulely to advance their own career and pay. I also have personally seen to much of the golf buddy syndrome to really believe that managers will impartially perform their duties when it comes to pay for performance. I see a serious drain of talent from the Federal sector when this little gem is in full swing. I summary, I don't think the new personnal system is going to function as written, is to open to human error, is another big step in the wrong direction for our great country and an insult to the long line of dedicated Federal employees who worked hard over the years to ensure the we got fair and just treatment for our employers.
