I feel that the new pay plan should allow the GS employees to gain their next step increase, before going fully into the new National Security Personnel System (NSPS). There are plenty of us that are doing a good and earnest effort to effectively fulfill our job duties. In fact there are those that go well beyond our requirements regularly, but our management does nothing to recognize or acknowledge that fact. Now we have to rely on the same managers to promote us and give us our pay increases, when more than half the time they do not know what we have to do to accomplish our tasks. I speak generally from my experience where I work. I'm sure that my situation isn't unique, so there are others that feel the same way. With this in mind I think that it would be fair to allow us to receive that last pay increase, if we are over the half way mark when the new NSPS program takes effect. It is likely that it will be a long time for a lot of us, before we would be seeing another pay increase. This really effects a great majority of the workers in my area, especially since we are real close to the retirement age. Why should we suffer when we have done a good job at what we do. This just seems like another slap in the face considering the BRAC Closers that has affected so many of us already, and will continue to effect us later this year. I do totally understand cutting back unnecessary expenses and letting go of the people that just don't make the grade, but to have to rely on this current NSPS plan will only cause unnecessary stress on us that are trying to do a good job. I personally do not believe in kissing up in order to get a promotion, but will expect that to be the norm with this new plan. Thanks for the opportunity to voice my opinion.
