As a whole this is the most one sided set of proposals I have ever seen. There is not one section in it that favors employees. It and every other version of it I've seen have been rejected by bargaining unit employees. That should be all the comment that is required. Before the current system, the federal personnel system was so corrupt and full of neptunium that it barley operated, and after it's demised, it will be again. As will be self evident by the passage of these proposals, although you really can not call something a proposal when those effected have no choice. The only up side is that the only performance factor we will have to worry about in the future is our handicap.
