I do not agree with one person handling mine nor anyone elses pay scale or future career for that matter...too many government companies have nepitism and axes to grind between employee and management relations. Even in this old system I've seen promotions that should not have been, job selections that were predetermined when the vacancy announcements came out, and quality step increases or awards based on favorite individuals or even color and race. But to actually give all this to the people who currently abuse the system, I think would make matters worse.
