“DoD has over twenty years of successful experience with testing personnel flexibilities – it is now time to expand those flexibilities to the rest of the Department” I am unaware of any success stories associated with DoD messing around with human resources over the past two decades, please share with me some examples of the positive effects that these ‘flexibilities’ have had on the ‘soldier in the field’.
