In all sections, I feel you are re-vamping an existing working program to suit the government's need without regard to employee rights. If costs need to be cut or a program revamped--start with congressmen who work six years and get a full pension. When employees' rights are are dictated by executive order or even agency policy then those rights are dependent on being in the good graces of that dictator--God help us because there wiil be no rights.
