Comments:
Giving this much power to first and second line supervision is like giving them a loaded gun. There are way to many loopholes and contradictions that it will cause undue hardship for the majority of DoD employees. All you have to do is make the boss mad and loose 10% at appraisal time. This needs to be looked at from a true to life situation and how it can effect the entire family, local area, and morale.
