Labor Relations: This system creates an unhealthy relationship between management and the labor force. The proposed system for all in intent and purpose removes any independent review of management personnel decisions. Even MSPB decisions can be overturned by the management appointed review board. In my view, this system will create cronyism and unfair working conditions which will have the opposite effect of the stated purpose. I believe graft and deceit will be the by-product of a system where there is no built-in check to management decisions. Title V laws do not need to be replaced. They have guided our Civil Service employment decisions for the past 60 years and have provided the government with exceptionally honest and great workers.
