IF I AM GETTING THE JEST ON THIS NEW SYSTEM. IT WILL BE A VERY SUBJECTIVE SYSTEM. IT LOOKS TO ME LIKE THE SMART PEROPLE WILL GRAB AHOLD OF THIS SYSTEM AND THEY WILL GIVE EACH OTHER LOADS OF PAY RAISES. I HAVE NEVER BEEN TREATED FAIRLY IN CIVIL SERVICE. MY EXPERIENCE HAS BEEN I DO NOT HAVE FRIENDS, RELATIVES, OR ANY TYPE OF SPONSORS SO I HAVE NEVER BEEN GIVEN ANY WONDERFUL PERFORMANCE RATINGS. EVEN THOUGH I USUALLY WORK ABOVE MY ACTUAL PAY GRADE AND PERFORM DUTIES OF HIGHER GRADED EMPLOYEES I AM NOT AFFORDED ANYTHING ABOVE A SATISFACTORY PERFORMANCE RATING. I SPENT YEARS ATTENDING AND COMPLETING A 4 YEAR COLLEGE DEGREE WHILE WORKING IT HAS NOT AFFORDED ME ANY PERFORMANCE OR PROMOTION ADVANTAGES. I AM ONE OF THE LOWEST GRADED GS EMPLOYEES AT MY DEPOT AND AM NEVER SELECTED FOR PROMOTION. I CAN NOT EVEN OBTAIN ANY OF THE TRAINEE POSITIONS THAT COME OPEN. OH YES IN A PERFECT WORLD THIS REWARD SYSTEM WOULD BE GREAT HOWEVER, IT HAS BEEN MY EXPERIENCE THAT SUPERVISORS ARE HUMAN THEY REWARD THEIR BUDDIES AND FRIENDS NOT EMPLOYEES WHO REALLY DO PERFORM. IF YOU MUST MAKE THIS RADICAL CHANGE TO OUR PAY SYSTEM PLEASE FOR EMPLOYEES WHO DO PERFORM BUT, WILL NEVER BE GIVEN PERFORMANCE AWARDS OR AWARDS OF ANY TYPE PLEASE PLACE SOME SORT OF PROVISIONS IN IT SO WE WILL NOT SUFFER BECAUSE WE WILL NEVER BE ONE OF THE ""CHOSEN. ALONG WITH THE BASE PAY ON PERFORMANCE THERE IS ANOTHER IMPORTANT ISSUE. IT IS THAT OF TRAINING. I AM DENIED TRAINING FOR BASIC COMPUTER CLASSES HOWEVER I AM EXPECTED TO CREATE AND MAINTAIN A BUDGET WHICH USES A SPREAD SHEET. THIS IS ONLY ONE TRAINING ISSUE. I SIT READY WILLING AND ABLE TO OBTAIN KNOWLEDGE AND SKILLS TO PERFORM AND I AM DENIED ANY AND ALL TRAINING. THIS ISSUE ALSO NEEDS TO BE ADDRESSED AND AFTER BEING ADDRESSED THERE NEEDS TO BE AN AFFECTIVE ENFORCEMENT TOOL IN PLACE TO PROTECT THE EMPLOYEE WHO IS NOT GIVEN THE TRAINING TOOLS TO PERFORM. AS AN EMPLOYEE OF OVER 25 YEARS THE ONLY THINGS THAT HAVE BEEN GIVEN TO ME HAVE BEEN A DOWN GRADE IN A RIF FROM A WG-10 TO A WG 6 AND A DOWN GRADE FROM A WG 10 TO A GS 7 AFTER MY WORK WAS GIVEN TO A CONTRACTOR. SO YOU SEE I AM NOT AGAINST CHANGE I AM SIMPLE MINDED ENOUGH TO HOPE SOMEONE WILL PLACE SOME FORM OF PROTECTION IN THIS NEW SYSTEM SO EMPLOYEES WILL NOT BE ECONOMICALLY AFFECTED BY SUPERVISORS WHO WOULD SUBJECTIVELY OR OTHER WISE INJURE OR CAUSE HARM TO THEM.
