The new personnel system is suppose to make it fairer for the top performers to get their due rewards. I have a problem with this because it is the management that will decide who is the top performers. There are many supervisors where I work, who do their rating based on whether they like you, not whether you can do your job or not. There have been people here promoted just because they had put in the time and it is time they get a promotion per a supervisor, there are people here who can not do their job and still get promotion and good ratings. It has been a known fact that if you mess up enough you will get promoted or moved to another area. In the 23 years that I have worked here there was only one person that was asked to leave the government and that was only after he took the government to court. I know of supervisor that have given employees a higher rating then they should have gotten, just incase there is a rift. The other problem that I am having is the fact that we have many contractors that have very little to do, most days they sit here reading the paper, books etc. What is to protect that from happening with this new system. I see new system as a way to get rid of the government employees and hire contractors to do the work. I do not agree with contracting out the pay systems to individuals that can be here today gone tomorrow. But most people do not want to work for the government any more because they do not have a stable work environment any more. Too many supervisors have kept employees just because. I have seen that if you complain enough you get the attention and make others look bad, but you are the one that can not do your job. I have had too many supervisors that based their ratings on whether or not they like you. Or it was the good old boy system, if you were an male you were given the promotion over a female. If you played golf you were given the promotion as long as you did not beat the supervisor. The other way of getting a promotion was having a degree, it did not matter in what, but if you had that degree you must be smart therefore you get the promotion. Than the person that did the job, but did not have the degree had to train you on how to do your job. Where are the checks and balances to protect this from happening with the new system. I see a system that is going to decrease my standard of living and my job security. If this is such a great system for pay how come Congress is not included in this. Maybe if the public got to vote on their "pay for performance" we would have more of the Congress working for the people and not the big corporation. There is the real reason that America is in such a mess. We need to have term limits that would not allow people to get in to Congress and make it there career. Once they are there they forget you put them there and start working for their own agenda, money. It is time that the public votes on where or not Congress gets a raise. I am tried of hearing from our Congress person say, well I did not vote for it. It does not matter, if you miss the vote, the raise is still passed.
