My comment is in regards to Locality Pay. According to what I read, locality pay will be adjusted not only on the cost of living in the region where I work but also will vary between job classifications. Is this correct? If so, how can this be justified? How can the person sitting next to me receive a higher locality pay increase just because he/she is in a different job classification?
