I am concerned about specific implementation of this plan. I think the overall plan is good, but it is not clear how it will be carried out on the small level. For instance, what if all of the employees are doing a terrific job? We are assuming that our supervisor can only give out a certain number of the highest rankings of performance, but what if more deserve it? I am also concerned about the expansion of what is non-negotiable with the Unions. That smells like trouble to me.
