Subpart D: Performance Management This subpart eliminates 5 U.S.C. Chapter 43 with it's valid performance standards. Supervisors will have the right to overlook anyone doing his job and concentrate on those that will agree with anything they say, whether it's right or wrong. Most supervisors that I have run into, became supervisors because they couldn't do the work without screwing it up. But, they could sit and bull with the boss, or go fly R/C airplanes with the boss, or go down drinking with the boss. I will admit that there are some good and fair supervisors in Civil Service, but most of them have been sponsored for other reasons than they got the job done. Supervisors can also "adjust" the employees pay for any infraction. And since none of this is grievable, the employee would have no choice but to find another job in private industry. This could only lead to loss of any expertise DoD might have at present. Subpart F: Reductions in Force A veteran, whether he is disabled or not, spent at least four years of his life doing what his Government told him to do. He did this under any conditions, and in any country he was sent to. He also did this while earning a salary that no family in this United States should ever have to live on. And for all this dedication to country, you are now telling him that some snot nosed kid that is probably related to the boss and hasn"t done a days worth of work has more retention rights to keep his job just because his boss gave him a higher appraisal! Well, that should get the mission done in a hurry. So what I see you saying is that you are pushing for a family reunion, not a work force. And on top of that, if the change over to family reunion is going too slow, the Secretary can throw in some more offenses that will require mandatory firing of employees at his whim.
