Assigning work: The history of assigning work has been within the respective job series and commensurate with the individuals grade. To modify that standard is grossly wrong. Basically if you allow supervisors to assign work at one's own digression, the employee is at a serious disadvantage if job series mean anything. This basically means I can assign work to a 346 that should go to a 301 or visa versa. This opens a serious can of worms. Work will be assigned based on like and dislike, much the same way upgrades, step promotions, and bonuses are today. If the work environment is not defined clearly, the military supervision (I am retired military) will basically be able to give person requirements they can not fulfill and discipline them for it. The PD should clearly define the parameters of assigning work and the level of work assigned. As a GS 13, I do not expect to be assigned work as a 9 or 11 would be or a GS 15 would be. This is grossly unfair and gives supervisors and higher level supervisors the right to misuse employees. Not a smart idea. Sounds good in theory but not in practice
