My comments pertain to the document in its entirety, not to specific sections. I am very concerned that education is not mentioned at all in this system. There is no requirement to have an education in the field I am working in. I have a Master's degree in this field and am trapped in a chaotic environment. I consider myself to be one of those people you would want to keep and promote in the Federal government. I have a strong work ethic, so I understand rewarding those who produce; however, not everything that is being produced should be produced. There are too many people that have been elevated to positions that they should not be in. They are not competent. The foxes already guard the chicken coops. It must also be understood that there is a lot of subjectivity and favoritism in evaluating personnel. People can already promote whomever they want to promote and cover their tracks very well. I see it all the time. I am concerned that the environment will get even worse under this new system. I love working with competent, excited, talented co-workers. I would love the idea of wanting to come to work, of enjoying it again. However, I don't enjoy coming to work. I feel that I have been and continue to be wasted and ignored. I would ask that you please re-evaluate this plan. I wish you would design a system that truly encourages and rewards productive educated professionals, and demotes those who aren't. I am coming to the conclusion that I will have to work in the private sector or start my own business to feel more fulfilled in my career. I feel strongly about being a Civil Servant but am very embarrassed regarding the organization I work for. As a whole, I think the taxpayers are getting ripped off. How will this new system convince me to continue to work for the Federal government? I am remaining anonymous because retaliation does exist.
