There is continual comparison of the current civil service longevity system to the military performance system. This proposal does not follow the military sytem which has both the concern for promotion to higher duties and responsibilities ( such as Captain to Major ) as well as pay increases ( which are automatic ) within rank ( which is totally a 'longevity' issue/system). There is nothing wrong with some of the pay system within NSPS considering professional baseline salaries nation wide as a 'floor' to any occupation's starting salary, local conditions as well as added concerns and then contribution to mission as the final wage setting criteria. Your system of performance only makes all the professions within civil service the equivalent of salesmen. What was your 'performance' last week or what have you done for me today rather then how are you working toward best government for the past present and future. Everything is based on 'commission' within your system.
