Classification- Subpart B DoD may elect to phase in the coverage of specific categories of employees or occupations under the new classification and pay system established under these proposed regulations. DoD may use OPM-approved occupational series and titles to identify and assign positions to a particular career group and pay schedule. Pay schedules typically will include most or all of the following levels of work: Entry/developmental work that involves a combination of formal training and/or on-the-job experience designed to provide the employee with the competencies needed to perform successfully at the full performance level. COMMENTS: I hope that NSPS will address the archaic system of hiring/merit promotion system that doesn't recognize/reward the efforts of employes who obtain college degrees to advance or reclasiffy themselves. The present rules of 52 weeks in grade and promoting at no more than 2 grade levels make it impossible for employes with college degrees to switch career field because the target position for which they now qualify is out of their reach because or their present grade.
