Subpart C - Pay and Pay Administration Local Market Supplements (Locality Pay) seems to be able to vary based on different occupations or peer groups. Makes no sense!!! All people in the same designated area should receive the same amount of locality pay. This like the COLA should not be dependent on a rating. You can eliminate bonuses or pay raises for personnel receiving unacceptable ratings, do not take their survivorship means. Locality pay and COLA is needed for the worker to survive.
