I believe continuing to "give greater emphasis to peformance in RIF retention by placing performance ahead of lenght of service" from page 7564 of the Federal Register is a formula for inducing discrimination. Not necessarily against any race, minority status, etc, but against those whom for reasons, not necessarily performance related, might not be favorite compatriots of the supervising official signing and assigning the performance appraisal. Also, this RIF retention rating is not revealed to the employee. If it is something that is kept from the employee, it can not be a fair practice. There is much to be revamped in the DoD appraisal and promotion system, and from what I am reading on the new NSPS proposal, it is more of the same. Except now, since a new system is being adopted, I am sure there will be many challenges from the employees whom feel they have been treated unfairly in the old system, and the new system presents more of the same practices. We will be watching.
