I first heard the rumor of this some time ago (mid 90's while working as a Union Steward/arbitrator in the VA system) and I was wondering when someone with enough political pull was going to try to push this through. As with everything this proposal has its pros and cons and I'm sitting on the fence with my thoughts at this time. I will say this though as a long standing union member and arbitrator with AFGE. Mark my words if this proposal is enacted the union will have to be very pro-active as it pertains to the rights of the rank and file. If the union stewards, arbitrator's and upper Union leadership fails to keep management in check and a pro-active approach becoming content to only be reactive to this rising issue it will open the door for senior supervisors at the CPAC/CPOC levels down vast amounts of latitude to legally make the rules up as they go along and allowing those same rules to be changed to fit their purpose without regard to the employees the rules will effect. In Short Management will be allowed to run rough shod over the rank and file promoting all of the politically correct and open the door to find ways of denying promotion to the politically incorrect. Everyone needs to think long and hard with their minds and not with their hearts about the long term effects this proposal may have.
