Appeals: MSPB was provided to protect the employees rights, see no reason for DOD to review decisions made by the board. Of course if decision is made against DOD " guilty party ". DOD is not disinterested party. MSPB should not have limited review authority. Should have full authority. DOD needs to clean up management levels or appeals wouldn't be made. Secretary Rumsfeld and his associates are attempting to make civilian soldiers out of the civil service employees by changing a system that isn't broke by creating the NSPS. Purpose of this change to move and send civil service employees into combat zones, as requirement of employment. Now is the time to eliminate veterans preference for hiring and RIF only right to give everyone a level playing field. If not eliminated, preference points should be given to straight civil employees for time in service and performance, example employees with 10 years and good performance 5 points preference and 5 points for serving in a war zone or overseas assignment.
