For the life of me i cant figure out why congress is allowing each department to make up its own rules to live by. for 150 years Congress has controlled Civil service and what they do. Congress is supported by civil service. what is Congress going to do when they find out they cant control there people when it was given to the department heads. If this happens where is the loyalty going to be With Congress or with the Departments. The peoplwe will go where there protection is. Congress needs to thingk long and hard to ensure they still have controll over the civil service. Congress needs to wake up before it is to late. Civil service has its loyalty where its management is .
