Sir, I am currently a GS-12 Management Analyst at a step 9. I have worked for the Navy over 20 years at the same place. I was last promoted last 11 years ago. Based on a desk audit, politics were I work, and other things I will not be approved to reach the GS-13 level. I am due my next step and probalbly last step in two years. I can find no information about the GS- 12 and 13 being in the same pay band. If they are not, then once we become part of the pay banding, I will not receive an additional base pay in my career here with the Navy besides cost of living. I have made an effort to seek other employment within the Federal government with little success. The performance part of the new system will offer, from what little I understand, bonuses which will not increase my base pay for the rest of my career, will not positively effect my retirement.
