Dear Sirs I have many concerns over this NSPS. I will address them by section as requested. 1. Is it really a good time to deal with major change & upheavel in the middle of a BRAC? Not a good time to be a Federal employee. 4. I really worry about supervisors that will get drunk with power on who gets what raise. I am worried that since I am at top of my grade that there will be little room for any raise. 5. This could be a real problem. I am a single father with mortgage & bills based on what pay I have been bringing home. I live in a low cost area, compared to LA region. Am I supposed to sell my house or car or maybe just not send kids to college because I lose this locality pay?
