It is a myth that the old system prevents talented people from joining the federal government and that myth is an insult to all government civilians who have sacrificed a lifetime of lower earnings to serve their country. The Senators and congressmen who established the old system, might have made a few errors when designing the rules. However, NSPS will be legalizing NEPOTISM. I have worked in the pre Carter era and when he began the slow process of dismantling the rules, wifes, daughters, secretaries, cousins, sons and high school buddies began to fill the ranks of public service and receive accelerated promotions. The elimination of seniority in layoffs or RIFs will result in discrimination and acceleration of the detrimental effects of nepotism. This new system shows a grossly naïve understanding of human nature. It will result in the legalization of nepotism and systemic discrimination of productive and dedicated mature workers. Do you think for one minute a supervisor will lay off a cute young sexy worker when he can dump a man who has a family to support and has given the best years of his career for his agency? Look at Greenspan. What double standard! At 78 years of age he is reinstated for another 12 year term. All he has give this country is a minus savings rate and a dollar which has dropped almost 35% in value! NSPS has too many loopholes for management. It is giving leadership the gift of Nepotism. It is bad enough now! Seniority in layoffs and RIFs must be retained since human nature cannot be trusted to be reasonable and honorable, when blood relations and carnal knowledge is at stake. Human nature is not to be trusted. Look at 911, at the FBI non supervision workers were ignored and in some cases booted out when they tried to warn their chain of command that middle easterners were planning to fly into buildings. Gov workers need protection..
