This seems to be a politically motivated way of denying step increases,wage increases, and effectively enslaving the GS worker while leaving no recourse for legitimate appeals. We as workers may be moved wherever the government wishes without regard to family stability and/or monatary loss,just as the military has done to the Reserves and National Guard. I did my 22 years in the Army fully knowing what I was getting into but as a civilian my choice to work for the government did not include this same knowledge. The misuse of the rating and wage/promotion with this new system will be whether or not you haven't upset the boss or have a personality issue with that same individual. You think you're having a hard time recruiting for your military wait until the facts become known to the public at large. And if you think you truely will save a bundle and have the same loyalty and dedication with contract employees you may want to reconsider.
