As a supervisor in DoD (US Army Corps of Engineers) I'm a little concerned with the discussion on COLA's or General Pay Increases in regards to the NSPS. I'm not concerned for myself as much as the people I supervise. It seems to me as though Congress and the President routinely and annually approve pay increases across the board for federal employees as well as the retired. Granted percentages vary but the idea is the same, it's a "Cost of Living Allowance" or Adjustment, and is widely understood as such. Referring to it in other terms does not change the connotation in my mind and am sure it won't in all people affected. That said, I don't feel as though I as a supervisor have the right to deny anyone of a Congressionally approved pay increase. I do fully understand, support and agree with pay increases above this basic entitlement based on performance however.
