Subpart F - Workforce Shaping RIF has been described in briefings I have attended as a tool that management can now use to make surgical strikes. Affect only a small work area. The problem is the people being forced out have senority over others in the same geographical area. Veterans need to retain top priority, they made the sacrifice.
