I think the NSPS is great. People should be rewarded based on their performance. I have a problem with the different bands that exist. For example, my current job series is a GS-501. I converted from the GS-1515 job series about 3 years ago. The GS-501 job series is considered "not professional" while the 1515 job series is considered professional. People who are in the 1515 job series will have bands that are greater than that of the 501 job series. For example, if you performed well as a 501, you would only receive a $1200 increase as opposed to a $1500 increase as a GS-1515. This is unfair. You should be rewarded on your education (which is what qualifies you as "Professional") instead of your job series. Even though it is not a requirement as a GS-501, many GS-501 have earned degrees (BS, MBA, PHD, etc.).
